13:00pm 'Madhya Pradesh or desh?'
The Congress is asking Rakesh Singh, the BJP's Madhya Pradesh MP, whether his speech is about the country or just about Madhya Pradesh, this given his repeated mentioning of the state. His quick response: 'I would like to ask my friends in the Congress, do you not like hearing about the development in Madhya Pradesh?' Jyotiraditya Scindia is grinning.

Listing the various policies and benefits initiated by the government, Rakesh Singh says, "Under the leadership of Prime Minister Modi, cleanliness is getting a new aspect. Earlier, everybody shied away from swacchta, but now it is a part of their lives. We are now capable of being global leaders."

'We are not asking them to deposit Rs 15 lakh in every Andhra resident's bank account. We are only asking for our rights,' TDP MP Galla says, while the bell goes off again. How can you extend benefits to 11 states under Special Cateogry Status and not give us special status, asks Galla. He says the BJP will be decimated in Andhra Pradesh in 2019 if they follow in the footsteps of the Congress government.
11:41am: Confident Galla leads no-confidence motion
Galla has come prepared with detailed documents, news reports and notings to demand that the Narendra Modi government grant Andhra Pradesh special category status. "You can't fool all of the people all of the time," Galla said, addressing Finance Minister Piyush Goyal. Goyal was busy taking down notes. So we will wait for his reply to Galla on what the government has delivered for Andhra Pradesh in the past four years.
11:35am: Shiv Sena says it won't attend Lok Sabha today
BJP ally Shiv Sena has said it will not attend Lok Sabha today and won't be a part of the no-confidence motion against the government. "Absolutely not. We haven't even signed our attendance," Anandrao Adsul, Lok Sabha MP of the Shiv Sena said. Shiv Sena MPs won't go to Lok Sabha and won't be present during voting on no confidence motion. Shiv Sena president Uddhav Thackeray has conveyed this to Sena's parliamentary committee, said Sanjay Raut, Shiv Sena MP.
11:34am: TDP raises special status demand
Galla reminds Modi of what he had said during the election campaign ahead of the 2014 polls: "Congress killed the mother, saved the child. If I had been there I would have saved the mother too." Galla says people of Andhra Pradesh fell for this and we decided to be with Modi. But instead of saving Andhra Pradesh, the PM through his Finance Minister announced no Special status would be given to us. If they do, other states will demand too. It's a baseless and trivial statement. The finance minister should know the difference between the two. Cabinet has approved status for Andhra Pradesh." The TDP MP also questioned how the PM could go back on the word of his predecessor asking how a nation could function in that manner. "Mr PM do you have any respect for commitments made by your predecessor? Should you even have a choice?"
10:28am: NDA speakers during the no-confidence motion today
NDA leaders who will speak are Prime Minister Narendra Modi, Rajnath Singh, Arjun Ram Meghwal, Madhya Pradesh BJP leader Rakesh Singh and Kisan Morcha chief Virendra Singh, Meenakshi Lekhi, Akali Dal's Harsimrat Kaur and LJP's Ram Vilas Paswan are some of the leaders who will speak during the debate on no-confidence.
10:26am: There will be an earthquake if Rahul Gandhi speaks: Ananth Kumar
For the Congress party, its president Rahul Gandhi and party whip leader Jyotiraditya Scindia will lead the charge in Lok Sabha. The BJP, though, has taken on Rahul Gandhi reminding him of his earlier remarks that there would be an earthquake if he spoke in the House. "Yes, there will be an earthquake, but in the Congress party and in the Opposition alliance that they are trying to stitch together," Parilamentary Affairs Minister Ananth Kumar said, speaking to reporters before entering the House.

According to Lok Sabha rules (198) a motion expressing want of confidence in the Council of Ministers may be made subject to a few restrictions. The restrictions are a) leave to make the motion shall be asked for by the member when called by the Speaker and b) the member asking for leave shall (by 10 am that day) give to the Secretary-General a written notice of the motion which such member proposes to move. If the Speaker is of the opinion that the motion is in order, the Speaker shall read the motion to he House and shall request those members who are in favour of leave being granted to rise in their places, and if not less than fifty members rise accordingly, the Speaker shall declare that leave is granted and that the motion will be taken up on a day not more than 10 from the date on which the leave is granted
10:14am : Which way will the BJD vote in the no-confidence motion?
Speaking to The Indian Express on Thursday, BJD floor leader Bhartruhari Mahtab said his party will announce its stand only on the floor of the House. In the debate, the party plans to flag important Odisha issues like the Mahanadi water dispute with Chhattisgarh and the controversial Polavaram prokect. It could well bring up the long-pending demand of special status for the state. The BJD has 19 MPs in Lok Sabha.

Time allotted for no-confidence motion debate today: BJP gets three hours 33 minutes, Congress gets 38 minutes, AIADMK gets 29 minutes, Trinamool Congress gets -27 minutes, BJD gets 15 minutes, Shiv Sena gets 14 minutes, TDP gets 13 minutes, TRS gets nine minutes, CPIM gets seven minutes, Samajwadi Party and NCP get six minutes, while the LJSP will get five minutes
9:32am Will highlight govt's failures during no-confidence debate, says Congress
Congress leader Anand Sharma said the no-confidence motion debate was a chance for the Opposition to highlight the government's failures. "We will use the occasion to expose the government and raise various issues concerning the people of the country and tell the truth to the people," Sharma said. The Opposition party's stand, though, is a stepdown from what its leader Sonia Gandhi said on day one of the Monsoon session of Parliament when Speaker Sumitra Mahajan admitted the motion. "Who said we don't have the numbers?" Sonia told a reporter when asked if the Opposition was cofident of winning the vote.
